Goals to achieve :The communications and the information represent one of the most important challenges to face in order to improve the attention to beneficiaries and to obtain an efficient and efficacious administration of the always hard to get resources available, specially when talking about Health Services which are one of the most complex organizations to administrate. In this context, the Institutional Intranet aims to become a powerful tool willing to contribute to improve the management in health business over and over.
The project has specific objectives like supporting and enhancing the making of decisions, improving the information and the quality of the attention to the user public and subsequently contribute to the strengthening of the institutional image and makes a better communication inside the organization, with the suppliers and other organizations belonging to the subsection of public and private Health, all which contribute to significantly improve the efficiency and efficacy of medical and administrative management carried out by the Health Service.
The project is unique because of its kind and level of integration of the products and/or services offered, all designed and developed in the Departamento de Informática del Servicio de Salud and satisfies a series of daily needs of information and support to technical and administrative management. It is fundamentally integrated to data bases of Hospital Clínico Regional of Valdivia which allows to feed the different systems without additional efforts in digitation. All the dependent hospitals are communicated through the Institutional Intranet. It has, among other products, a modern and sophisticated system of management that permits an easy and quick way to make dynamic on line consultations and also has inNovating systems of information for the public like Virtual Maternity which has been received extraordinarily well by patients and relatives, and has turned out a great success in terms of institutional image.
The Virtual Maternity is a product that aims to improve the quality of the service offered giving a different and warmer service of information. The births taken place during the last 30 days are published in Internet with the previous authorization of the mother. A page with photographs of the recently born baby and the main features of the delivery is also published, together with the correspondant links to watch a recording of the baby and to send greetings as well. Although this information can be seen from allover the world and the relatives can record and/or print the photographs and the images, is specially important for the different units of information, from where the relatives can approach the hospital of origin so as to kNow the state of health of the mother and the baby as well.
Beneficiaries : 357,625 people that correspond to the inhabitants of the province of Valdivia, Chile.
The project has had a great impact, Not only among the staff members of the Health Service and the community of Valdivia, but all over the country too, fact proved by obtaining two awards at country level; the first for the best project presented in The Fifth Seminary of Hospital Management in November 2000 under the sponsorship of The Project of French and Chilean Cooperation, and the second one “Día de la Excelencia en Salud” (Day of Excellence in Health) awarded by the Ministerio de Salud de Chile (Chilean Ministery of Health) in December 2000.
The project, among other kindness, has contributed to improve the opportunity and quality of the information, communication, and internal coordination of the organization and has consequently permitted to enhance the efficiency and efficacy of the management in Health, and so the welfare of its communities. The families and their direct friends are having access to Institutional Intranet from allover the world to kNow about the births and are using this media to request information in relation to the modalities of attention and to be acquainted of the state of health of the patients.
The results have been measured by the application of surveys to the staff members and to the community as well (e.g. The Virtual Maternity), by the level of utilization of the system, by the congratulations and comments received from allover the world send by the users of Intranet and the awards the project has been rewarded.
The project consists on setting up an internal and external corporative net based upon the application of internet techNologies which allow us to enhance the quality of the attention to the public, to improve the internal management and facilitates the coordination and communcation with external organizations and suppliers.
To materialize this project and to make its exploitation a real fact with the minimum effort of additional register of information, the Servicio Nacional de Salud (National Health Service) has a complete computarized platform and solution together with their own web and e-mail server, and access dedicated to Internet. The general design of Intranet/Extranet is dynamic, easy, friendly, amusing and interactive. It uses links that facilitate the navigation and user’s profiles which enable or restrict the access to data.
The entrance to the Intranet is carried out through Servicio de Salud Valdivia official site (www.saludvald.cl). The products and/or services available are an E-mail Directory, a Virtual Library, a Virtual Maternity Unit which is a unique entity in its style, an Interconsultation System, that is to say, Resuts of exams coming from units of diagNosis and therapeutic support, Health Conditions, Statistics System (Series of monthly consolidated resumes), a System of Management which is a modern, inNovating and dynamic in line system of consultation to support the management, Budgets of Hospitalisation, Debate Center, Virtual Surveyer. Finally, it offers a link to access a medical data base OVD.
Then, in The Institutional Extranet itself whose future state of development will get stronger as different enterprises and organizations incorporate this new techNology, an interconsultation service is available for those interconsultatios made from other Health Services of the country, together with a direct connection to data bases of Oracle Enterprise in The United States that allows to kNow all its products and prices, deliver orders to purchase software or deliver orders to purchase technical support.
